Residents were ordered to evacuate the Florida Keys yesterday as tropical storm Rita threatened to turn into a hurricane on its way to the Gulf of Mexico. People in areas ravaged by Hurricane Katrina were warned it could veer in their direction. President George Bush said there was "deep concern" that the storm could drop more rain on New Orleans and breach the city's levees again, leading him and other federal officials to question a plan by the city's mayor, Ray Nagin, to allow residents to return. "We have made our position [to the mayor] loud and clear," Mr Bush said.
