A small bomb exploded at the British embassy in Zagreb yesterday, injuring a Croatian embassy employee. The device was delivered to the embassy in a newspaper and exploded before most staff had arrived. It was the first such attack known to have taken place in Croatia directed at a foreign target. President Stipe Mesic described the incident as a "terrorist attack" and pledged to hunt down the perpetrators. "This act is directed against Croatia's efforts to join the EU," said the prime minister, Ivo Sanader. Britain is the biggest obstacle to Croatia starting talks on joining the EU.
