Russia: The social rights of the liquidators of radioactive catastrophe had been recovered in court

Social rights the five "Young liquidators" who had been mobilized for liquidation of the radioactive catastrophe had been recovered in court. Justice, professionalism and public solidarity have triumphed above the collusion of Chelyabinsk bureaucrats clique.
Common plea of G. N. Ismagilova, G. A. Abdrahimova, M.F. Saydullina, G. M. Galiullina and inhabitants of Kunashakskiy area in Chelyabinsk region, Russia, relating to the ascertainment of juridical facts of taking part in the liquidation of the consequences of the catastrophe at "Mayak" were considered on the 30-th of July, 2003 at the Ozersk city court. Ozersk city court pronounced judgment in favor of "young liquidators" who had worked at the area of Eastern Urals Radioactive Trace when they had been teenagers and schoolboys at Tatar Karabolka.
R. A. Fardieva, a lawyer of the Tatar World's Congress from Kazan, vindicated the interests of "young liquidators". F. Bayramova, the well-known politician and the Tatar writer, a member of Tatar World Congress took part in the process.
Both Tatar Karabolka and Muslumovo are like sites of scientific and medical experiments to surviving on nuclear contaminated place near plutonium production called "Mayak", well known by nuclear accidents and illegal dump of nuclear waste into environment. Here the people are born and suffer on the contaminated ground, eating the contaminated food, giving birth to the contaminated children. The children have weaker immunity, their life is shorter, they are more often in poor health and not able to have children. The born children give birth to the sicker children later. So they have to circle till the complete degeneracy of the national community. There is despair as a result of the inactivity and inhumanity of the Russian authorities.
The people have compensation 100 - 500 rubles a month ($3-$15). Some have 500 rubles a month if they "earned" radiation sickness and didn't work a day in nuclear production. Someone leaves the area himself with despising these 100 rubles and the authority having driven them to disparagement of the human values. But many people stay live there, making up their mind with the humiliation. There are only rare exclamations: " why?" "help!".
Tatar Karabolka hides one more tragedy - "young liquidators". In 60-th schoolboys (schoolgirls) were directed to Russian Karabolka for dismount contaminated buildings. Russian Karabolka was situated on the other of the banks of the river Karabolka that had been declared polluted by the Eastern-Ural Radioactive Trace stretching through the area of three regions after the explosion of a reservoir with radioactive waste at "Mayak" in Chelyabinsk region in 1957. Karabolka carries its pollution to the river Sinara and to Arctic Ocean.
Then in 60-th for children who had been mobilized for liquidation had not been written character of the works; doses of radiation that the children had got were not registered. ONLY ABOUT 50 MEN AMONG THEM ARE ALIVE NOW. They are proving their case to be considered as liquidators of nuclear accident at the court and to have right to receive the compensation for health damage from the state.
At first the state was taken aback because of the unexpected courage. In March 1998 the Ozersk city court recognized the fact of participation in the catastrophe liquidation of 50 young liquidators. But later on initiating of some manipulations by the Department of Social Security at the Chelyabinsk region administration (the head is Nadejda Gartman) on the level of the Regional Court (chief justice is Feodor Vyatkin), people were deprived of the "liquidators" status and social support. Their appeal to the General Department of Public Prosecution caused documents come back to the regional Office of Public Prosecutor that declared the fact of depriving of the "liquidators" status had been legal. From victims had been required to give documents, which professional workers from "Mayak" are not always provided with.
The non-government organization "Movement For Nuclear Safety" helped victims to find lawyers who have managed to vindicate their interests professionally. "Justice, professionalism and public solidarity have triumphed above the collusion of Chelyabinsk bureaucrats clique" - such is the opinion of Natalie Mironova, the president of the Movement. We must know the names of our heroes: they are Rosa A. Fardieva, the lawyer of the Tatar World Congress from Kazan and Fausia Bayramova, the well-known politician and the Tatar writer, a member of Tatar World Congress who also took part in the process. Gosman Kabirov, the chairman of the NGO "Techa" provided big help to our colleagues from Kazan.
