Attempting to define what is the New Socialism or Socialism of XXI century, it is needed reviewing the postulates of Principles of Communism by Engels as well as to have an idea of Neo Liberalism doctrine, just to attain a sort of understanding of this new tendency – so called New Socialism.

Those who are in favor of this new tendency almost do by the same conditions as Engels did - at the time that he wrote his principles. And those conditions are not more than the division of classes – where the upper exploits the lower, the political take over by bourgeoisie, the sink of waves and the commercial crises.

As the communist, the self-called new socialists propose to amend all those disequilibriums in the economy and politics, as to set fair conditions for the less favored classes.

The first thing to do, when they reach power by democratic means, is to overthrow all the political class to take position. And unfortunately, they did so, not to establish a new order just to replace the old one but with themselves. And the worst things to do on the process is to assure their permanency in power, so that they begin to take control of all democratic institutions. So, all the power is exercised and linked to the maximum leader of the system.

In order to eliminate the division of classes, they try tentatively to abolish the private property and to socialize the means of production, so that they set the gradual expropriation of landowners – under the banner: ending with latifundium - and the limitations of private property through progressive taxation. The expropriation goes along with the organization of labor or employment of the peasants on publicly owned land and collectivization – the same measure applied by Stalin in his First Five-Year Plan, which brought widespread resistance from peasants and misery. On the other hand, the new socialist respect the private property that is granted for those concessions to the foreign investors.

As Engels explains in Principles of Communism, the Industrial Revolution – the advance – brought overproduction, which was the main cause of misery. The new socialists attempt to curb the industry and commerce by altering the rules of market and by barriers for the free activity of those sectors. By this tactic, they look for the bankruptcy of the industrial and merchant to be replaced by the state, who will produce the exact amount of goods that the society will need. But in this aspect, there is a distortion on account that the existing industrial and merchant are substituted by with people affected by or with members of the government, so that an emerging bourgeoisie takes the position of the old one, and this will have the control of the market. And here too, it is found a discrepancy with the traditional socialism or communism, the new socialist is in favor of the foreign investments in some areas of the economy, and the reason for is that the system – although averse to money - needs funds to sustain itself, and the ideal means to obtain them are through alien hands - agents that are not concerned, as long as their investments are respected, with the political scenario. And, in order to attract the foreign investment to the country, it is offered outstanding conditions, which guarantee huge profits – it implies that capital prevails over all the rest.

As in the Union Soviet, the production will not expand and not reach the elementary requirements, so that there will no be the satisfaction of needs and new ones either; then there will be no any condition of, and stimulus to, new progress. So there will be no advance – except for those areas involved with the military apparatus. And as the countries behind the iron curtain, the education is orientated by the principles that rule that the young have to be familiar with the whole system of production in order to pass from one branch to another; in such way, it is eliminated the division of labor, so the young cannot specialize in any area but those to link to war.

So when the West Germany took over the eastern, millions of workers were unemployed on account of that they were not used to the technical conditions of the work in the west.

Having analyzed previously some topics, it is paramount that concerning the monetary. The new socialist as the communist centralizes money and credit in the hands of the state, and they almost annihilate the functions of the central bank; however under the new socialism exists private banking which makes huge profits and has not restrictions, and this yet covers the deficits of and finances the system.

In a system where is overthrown the political class – assumed that this is influenced by bourgeoisie – to institute another one, with the same and major privilege. And, this emerging class exercises control over those democratic institutions to assure its stay in power.

In this new system where is attempted the abolishing of the private property by expropriation and bankruptcy of the owners, in order to transfer it to the leading class – creating a new bourgeoisie with limitless privileges; and it is granted advantageous conditions to the foreign investment – which is not inherent to the political scenario.

The same system where does not exist any sort of advance inasmuch as avoiding overproduction and making evident the inefficiency of the state about the short output.

This system cannot be denominated New Socialism on account that has neo-liberal characteristics, and above all, has elements of being dictatorial regime, which has invested with democratic factors. Although it is attempted to be presented as a new socialist, this system is not more than dictatorship that is exercised under the veil of socialism.
