A month after the EU opened membership talks with Turkey, the commission demanded "urgent" action to end torture and other abuses within two years.
"The pace of the reforms has slowed in 2005," the commission said. Women and religious minorities were still suffering discrimination. The commission said Macedonia is to be recommended for EU membership, but warned there was a limit to expansion.
