Earlier this week, Virginian politicians passed a bill that would levy a $50 (around £27) fine on anyone who "exposes his below-waist undergarments in an offensive manner".

Justine this is pathetic. I mean who would wear their underware over their pants, key word "under" which means it's supposto be worn under clothes. What is up with these people in Virgina!?? 2/11/2005
