Harbors are naturally and sometimes, man-made structured areas of water for ships to use as shelters from storms, or for a place to make repairs. When a harbor also has warehouses, roads, rail connections, and other facilities for moving cargo on and off of ships, the harbor becomes a port. San Francisco's harbor, for example, contains several ports. Most ports are owned and run by public funds, but some have private company funding. Ports handle chemicals, lumber, automobiles, frozen meats, scrap metal, minerals, and petroleum shipping. The latter is present in larger ports, with its own handling and storage facilities.
