Dry goods & textile industry labor unions. The most basic and the smallest element of the labor unions are the local unions, referred to simply as locals. A local represents the workers in a particular plant, city, or other specified area. Within the local unions usually exists a hierarchy of power that begins with a shop steward that heads a particular division and usually follows through to a local president, secretary, and treasurer. At the national level, unions are comprised of all of the local unions in a particular industry or craft. National unions promote and lobby for legislation that will be favorable to their members and their respective industries or crafts.
