'Would You Rather' is a very popular game to play when you're all gathered together, and nothing else to do. The questions can be asked without any restrictions and the answers have to be given with an explanation. The point here is, that when one person asks the question, he/she has to give the other 2 different scenarios or options. The rule of "no repetitions" would make sense with this option. However, if the group is very big, then the first choice makes more sense.
