While these are sometimes heavy costs, they are the crucial factors in this form of advertising.

Email campaign software definitely takes the email campaign to a different league but does not prevent individual mails from ending up in the spam folder of a mailbox - despite the users signing up for the service. This is inevitable and can only be prevented with an elaborate signing up and approval process during user registration to confirm email addresses.
