You can make use of a paint roller for distributing the water evenly. This will peel off the wallpaper. If it does not peel off, then you will have to repeat the process. For removing the remaining wallpaper, you can use a paint spatula. In order to remove the stubborn adhesive, you can wipe the walls with a damp sponge. Neutralize the walls with a mixture of white vinegar and water. With this you complete the procedure of water and vinegar method of wallpaper removal.
