The Maakhir State of Somalia – An insightful
Maakhir - a new state formed last July in the Somali North, spanning in the Sanaag region between Somaliland (in the West) and Puntland (in the East)
A new state was formed last July in the Somali North, spanning in the Sanaag region between Somaliland (in the West) and Puntland (in the East). With the present article, we intend to focus on the structures set up, and the division of powers into Executive, Legislative and Judiciary within the new state that promises to contribute to Somalia’s re-unification, and to local development. My data are due to documents forwarded to me by Maakhiri Somalis, close to the Maakhir government. It was only normal to opt for a maritime concept in their flag as Maakhir was always very open to the seas.
In a forthcoming interview, we will shed more light on the current socio-political realities of that region that many times throughout millennia was identified with the concept of Somalia’s Unity.
The Structure of Government in Maakhir State of Somalia
The State of Maakhir has two branches of Government.
* The Executive Branch
* The House of the Representatives
The Executive Branch
President: Col. Jibrell Ali Salad
The executive authority of the State is vested in the President of the State who is the Head of State, and also symbolizes the unity, prosperity and security of the State. As President, he is also the Commander-in-Chief of the security forces.
Vice–President: Eng. Ahmed Guure Adam, also the House of Representatives Speaker
The Vice-President is to assist the President in the execution of his duties, in the absence of the President he is the Head of State of Maakhir.
Cabinet:
The Secretaries are appointed by the President, in consultation with the Vice-President, based on who, in his opinion, can form a government that has the confidence of the House of Representatives.
The function of the Cabinet is to advise the President. It is collectively responsible to Parliament for all government policies and the operation of government services.
Affairs of the government are carried out by the government departments, each headed by a Secretary.
The Secretary is responsible to Parliament for the activities of the department.
These departments are staffed by a career public service, whose members do not relinquish their jobs on a change of government.

The House of Representatives
The Representatives’ Speaker:

The legislative authority of the State is vested in the House of Representatives, comprised of 38 members who represent every region of Maakhir. The House of Representatives has a president and two (2) deputy presidents, who are elected from amongst its members.
The President is to preside over the House, when it is in session and exercise the factions designated in the constitution. The Deputies are to assist the President in executing his duties. The House of Representatives has committees that oversee, scrutinize, and hold to account the Departments of the Secretaries of the executive branch, in the conduct of their duties.
The Legislative Authority of the state is vested in the House of the Representatives who are 36 members representing every region of Maakhir, The House of Representatives has a Speaker and two deputy Speakers who are elected from amongst its members.
The Speaker is to preside over the House when it is in session, and exercise the factions designated in the constitution. The Deputies are to assist the Speaker to execute his duties. The House of the Representatives has committees that oversee, scrutinize, and hold to account the Departments of the Secretaries of the executive branch, in the conduct of their duties.
The Judiciary
The judiciary is independent from the Executive and Legislature, and is required by the law of the State and it is under plane.
The judicial agencies are
- the Supreme Court,
- the Courts of Appeal, and
- the Primary Courts.
The Chief Justice of the Supreme Court, which is the highest court in Maakhir; it is appointed by the House of Representatives and then approved by the executive authority.
