Somaliland – Chronicle of a Death Foretold. Part VI Overthrow Riyaale Now!

Calls have been expressed within the Somaliland Parliament for the immediate replacement of the illegitimate tyrant Riyaale and the subsequent election of an Interim President.
In five earlier articles, I highlighted aspects of the overwhelming rejection of the present Somaliland regime of tyrant Riyaale by all the Northern Somalis who have been entrapped in Riyaale’s illegal territory.

Here are the titles of the articles and the links to them:

In the present article, I republish one report on the decomposition of the ruling gang of the tyrant Riyaale; posted in the portal "The Somaliland Globe", the report makes state of the current calls expressed within the Somaliland Parliament for the immediate replacement of the illegitimate tyrant Riyaale and the subsequent election of an Interim President.

In addition, I republish an editorial elaborated by an India-based Somali commentator, Mr. Abib Mohamed Gahnug, who calling the tyrant Riyaale as "interim president" (due to the fact that his tenure ended on April 15, 2008), declares that the time has come to impeach him.

The Somaliland Parliament Calls For An Interim President

Hargeisa, Feb 6 (The Somaliland Globe) – As the political squabbles within Somaliland’s ruling Udub party worsens, Somaliland Parliament thinks the country needs an interim president, Somaliland. Org reports.

Somaliland Parliament expresses concern about the Rayaale leadership and the negative influence it may have on the national security.

Speaking to the media, Said Elmi Rooble, the Home and Defence select committee chairman of Somaliland Parliament accuses President Rayaale of endangering Somaliland’s security. Mr. Rooble said that the president has consistently ignored to sign a presidential circular confirming the election date of 29 March 2009, as already agreed by the three political parties and the National Election Commission, casting doubts as to whether elections will take place. ‘This will jeopardise our hard won democracy and peace’- he warned.

He added that if the president fails to comply with this and his extended office term runs out, the Parliament would have to lead the nation and prepare the country for elections.

The select committee chairmen also asked President Dahir Rayaale to resolve the conflict that has borne out of the way he had managed his party’s convention. At the end of controversial UDUB party convention, Rayaale won uncontested nomination, refusing other candidates to compete with him for his party’s nomination for the coming election. This has led to a strong reaction from a rival UDUB group that is now in the process of conducting another convention.

‘If not solved, these matters are potentially dangerous to our national security and they could derail our infant democratic process’ Mr. Rooble told journalists. This is the strongest warning from the parliament so far to President’s reluctance in holding elections on time.

Rayaale’s terms of office ended on 15 April 2008 and were later extended till May 2009 on the condition that a presidential election takes place on 29 March 2009.

The time has come to impeach the interim president, Mr. Riyale
By: Abib Mohamed Gahnug

http://www.somaliland.org/blog/2009/03/the-time-has-come-to-impeach-the-interim-president-mr-riyale/

Before I get down to my discourse; I am suggesting thanks for the somaliland.org website group for their invaluable service to the public in general. I don’t always write something in the news websites and it is my first time to write something on news website such as Somaliland.org.

I didn’t take the pen to reply someone as I am not in the business of recrimination but to speak out against the irresponsibility and failure of this care-taker government headed by Riyale. As every Somalilander knows; the official term of this government ended nearly one year before; it was the house of elders (known as Gurti) who extended the presidential term up to one year after it failed to hold the elections on time.

Later the three official political parties agreed unanimously to extend the presidential tenure up to nine months ending on 29 March 09.

Yet; there is no election and funds which this irresponsibility addicted government allocated for the public and nation.

On 14 Feb. 09 a few members of the house of elders who were the puppets of Mr. Riyale put forward a motion to dispose of the veteran chairman of the house of elders Mr. Saleban Mohamud Aden ( Saleban Nour) in which they failed.

It is evident that the president was behind that motion in order to try again to extend his presidential tenure before 29 March 09 more over there are clandestine agreements against the independence and sovereignty of Somaliland which the president ratified in Djibouti with the so-called new Somali government established in Djibouti.

It is clear from the speech of the vice president in which he recently told that Somalia and Somaliland can never fall apart!

So if our highest officials in office are behaving like this, who is to be blamed to tide over this national scourge from the people?.

We have a system of government comprising the legislature, executive and the judiciary.

Every institution has its own powers and rights defined by the constitution.

Last but not least, the legislature (The Two Houses of Parliament) especially what we call the upper house of parliament (The Gurti) and the house of representatives together must exercise their powers constitutionally and impeach the president and his vice president for their lack of accountability and treason that they committed if they don’t step down themselves, although I don’t think they will resign.

After that, the two houses should perform what can be done if the president and his vice president are impeached according to our constitution.

This will be a lesson for every politician who tries to prolong during his tenure in office unlawfully like Riyale.
