Take the top couple of sites, copy the url of the site. Then go back to google and put link:www.whateverthesiteis.com. This will bring up a list of sites that are linking to that number 1 site in google. Next you simply should visit all of those sites and request a link, or a link exchange. Yes it sounds time consuming, but it is worth it.
