A breeder can be so much more than just a seller of pups to new owners.

Make it your business to help a Shih Tzu that is being abused or abandoned. Sometimes the only people that can help a poor little pet like that are the ones that had nothing to do with the dog initially. Always see if you can find out who is abusing the animal as well, or who has abandoned it, and report those people to the proper authorities. Animal abusers should not be able to get away with their crime under any circumstances.
