The recent reforms in the education sector cuts the federal subsidies given to lenders like Sallie Mae and empowers the Department of Education to directly give out education loans to eligible students. The saving made in the subsidies given to financial institutes will now be used to increase the funding of government grants for education. These reforms were introduced under the Health Care and Education Reconciliation Act of 2010.

There have been many critics of this act especially private lenders who believe that the act would add to the recent job cuts. One rationale that the critics are using is that students were aware of their financial obligation when they applied for loans and the government shouldn't spend from its pocket to forgive these loans. The Obama student loan reform act also states that students who will start their loans in 2014 can make loan repayments which are under 10 percent of their discretionary income. Earlier students had to pay 15 percent of their discretionary income as student loan installments. The government hopes that this would increase market spending as people would have more savings.

Earlier students had to pay their student loan due on time for at least 25 years to be eligible for loan forgiveness programs, now the limit has been brought down to 20 years. Under the new act if you pay your student loan debt on time for 20 years you are eligible for loan forgiveness program.
