Nixzmary Brown was a 7 yrs old murder victim from Brooklyn, New York City. Nixzmary was allegedly tortured and killed by her stepfather, Cesar Rodriguez . After her death "Nixzmary's Law" was proposed by New York State senator, Joseph Bruno in January 2006.

Given the spate of really horrifying cases of child abuse we've witnessed lately, including Nixzmary Brown, Haleigh Poutre and the discovery of a 16 year old girl and her 10 year old brother, so emaciated from abuse they are hospitalized, it's past time to take a hard look at what causes such behavior.
