PROBLEM
"Saren jahan se achha" means ‘best in the whole world’. India is claimed to be so and it can be so but unfortunately, in reality, where India is heading to and where she stands today is a big question.
Geographically, India is quite a blessed country. It has huge and beautiful mountain ranges, number of long rivers, large areas of forests, long peninsula of coastal lands, large area of fertile plains and last but not the least a rich ancient civilization and cultural heritage. Also India has a large population of hardworking, simple, sensitive, intelligent and educated people with multidimensional diversity. Why then India cannot be the best country in the whole world?
It is probably because most Indians suffer from an acute sense of insecurity and wants to make more and more material gain for a safe and secured future for themselves and for their families, which include grandchildren, which is the basic cause of all the problems. ‘Family’ is very important for an Indian as most Indians are very closely attached with their families. Attachments with family renders great strength and security and therefore marriages are among the most important events of life for most Indians. Huge expenses are incurred for marriages. Moreover, even as at today, sexual gratification is possible only through marriage for most Indian men and women. Therefore, family values are of utmost importance for most Indians and consequently the children are also cared to the best possible extent. Emotional attachments amongst family members are also tremendous which can be seen rarely in western countries. While concern for family is one of the most positive and useful factors on one hand, this is also responsible for the rampant and unscrupulous corruption in India on the other. Most Indians are concerned and worried sick about the welfare of family members – about the prestige of family, about the expenses to be incurred on daughter’s marriage, about safe and secured future careers of children and grand children, about landed property, about the expenses to be incurred on health, about safety and security from lawlessness etc. Because Indians have little faith on their government or on political leaders, feelings of insecurity enhance. Therefore, the only way to security, as they envisage, is to make as much material gain as possible by hooks or by crooks. Hence, rampant corruption is inevitable.
People of every walk of life in India feels insecure, which include the politicians, beaurocrats, soldiers, teachers, labourers, policemen, judges, technocrats, businessmen, journalists, professionals, and the list goes on. So all these people constantly endeavor for security, which they believe, can be achieved through material gain or by accumulation of wealth. Under such circumstances, why evils like terrorism, bribery, embezzlement, fraud, scam, favoritism, nepotism, adulteration, castism, polarization etc. should not be on the increase? Thus, it appears, the main cause of set back for India and its people is ‘feeling of insecurity" in people’s mind. If this is so, the government can make concerted efforts and take effect effective steps to remove the feeling of insecurity from people’s mind. But perhaps, the people who form government suffer most from the feeling of insecurity.
India is biggest democracy in the world. We have government for the people, by the people and of the people. And democracy is believed in the world, as the most successful form of government. Here people elect leaders to form government. If the leader so elected does not deliver, he is supposed to be removed in the next round of election. So the leaders in India play such fantastic tricks under the high heavens that people of India helplessly watch the drama and remain utterly confused as whom to choose as leader. For instance, a very large population of India, who hail from lower castes, had been exploited for thousands of years and had to live a life of subhuman beings, are being continuously cheated and exploited by our political leaders ever since the independence of India with a view to secure their votes to remain in power. Competitive spirits and killer’s instincts of these people of so called lower castes have been ruined by the giving them reservations in government jobs and higher education, without giving these degenerated people a proper primary and school educational facilities. How can they avail the reservation facility in government jobs and higher education without good schooling and how can they come out to be competitive and excel others when they are made complacent psychologically, being provided with ready job reservation and reservation for higher education. So many other similar tricks, on religion or other criteria, our political leaders have been playing at the cost of country’s integrity and security, to win elections so that their business flourish, as politics in India is no more a social service but simply a high yielding business. The policy of ‘divide and rule’ that was adopted by British to rule India was far less efficacious than what it is today in the hands of political leaders of independent India. So India stands divided on basis of religion, caste, province and what not.
Then how can India progress? How can India curb terrorism? Hardly any Indian is performing his duties diligently, honestly, completely and to the best of his abilities. Because of above reasons, India is not able to utilize its resources to the fullest extent. Problems like illiteracy, poverty, over population, crime, drug peddling, terrorism, naxalism, problems of health care are not at all coming under effective control.
Then how can we call India: ‘saren jahan se achha’?
SOLUTION - STEP ONE
The problem is ‘feeling of insecurity’ in the minds of people of India which make them do things that fall in the definition of ‘dishonesty’. So there should be a foolproof system that constantly monitors the activities, other than the private ones, of entire population of India. Where they are and where they are travelling, how much money they are receiving or paying, about their sale or purchase of landed properties, vehicles bought or sold and other connected data. With technologies available now, creation of such system is quite possible.
Population of India is around 100 crores and out which a great percentage is to attain majority yet. Each and every major citizen is allotted a personal identification code, right from the President of the country to ordinary man on street. It should start with PIN code of present address of residence, followed by ‘sex’ code (male: 1, female: 2 and other: 3) and personal serial no. viz.: man living in Hazratganj, Lucknow: PIN/SEX/SERIAL NO. E.g. 226001/1/1234567. The magnetic card is made with "personal identification code" (PIC) with photograph, which should remain in the possession of holder at all times. Details of the person are obtained as per following format while issuing PIC card:

How to make such large number of cards. PIC should be made mandatory for operating any financial account with bank/financial institutions, for sale or purchase of any vehicle, for sale or purchase of any landed property, for sale or purchase of gold, for admission of children in any educational institutions, for any travel reservation in rail, road and air, for obtaining passport, anyone applying for job and many such other essential activities. No telephone or cell phone No. should remain active without PIC no. of the subscriber incorporated. To encourage people to help people to apply for PIC, the large force of educated unemployed, who hold a PIC, be used to procure details from the residents under same post office, to which he belongs, for which Rs. 10/- per unit is paid to him as incentive. Which means an unemployed man getting details of 100 PICs, gets Rs. 1000/-. And if there is duplicity, the computer will reject such data.
Possibility of fake PIC can be avoided by sensing thumb impressions, and if there is duplicity, compute will alert and the person can be caught. A huge centralized server, with multi backup storage, is required for the database and complete updated details of PIC should be accessible to law enforcing agencies for checking crime and terrorism etc. Details should be editable only by the authority controlling and issuing PICs. Part 2 of details, regarding ‘vehicles owned’ should be accessible for updating by Regional Transport Authorities. Part 3, details of ‘landed property’ are to be made accessible for updating by Registrar of Property. Part 4 of PIC details: ‘financial saving and investments’ should be accessible to the bank, stock exchanges and financial institutions for updating data. Part 3 and 4 should be only accessible to Income Tax Authorities and other appropriate authorities and so on.
Central database should be connectable by Internet. Any person-entering airport, railway station, checking in a hotel, entering any important public places must log on to the online system through PIC so that it should be possible for law enforcing agencies to locate any person anytime. Detailed use of PIC can be worked out on such lines.
PIC should also be compatible to be used as debit card and financial transactions of more than Rs. 10,000/- or so, must not be allowed through cash.
In case a user loses PIC card, it should be immediately notified to the authorities and the authorities should immediately deactivate the same and issue a duplicate PIC on payment of certain fee. Duplicate PIC should have the indication of being a duplicate one. Cloning of PIC card must be prevented through the software, which should detect and warn instantly if two similar PICs are logged on within short span of time at different places.
Foreign nationals entering India should quickly be issued PIC card on basis of their passport and visa details that shall be of appropriate and different format.
The idea advocated above should be most effective to curb corruption, crime and above all terrorism. Also the people of India may feel a little more secure. The recent bomb blasts in Mumbai local trains should be a compelling force for us to think on these lines.
SOLUTION – STEP TWO
It is possible to take step two only if step one has been taken. Therefore, step two shall be suggested if step one, as advocated above, is ever taken by Indian Authorities.
It can only be hoped that power mongers in India shall take step one, as by doing so many difficulties may crop up, but at the same time, personal security of VIPs and VVIPs shall become more concrete.
