Illegal Downloads: Now Really Illegal in France

A new law has come into effect in France which covers Internet Piracy.
Illegal downloads. What is so illegal about them? Everyone seems to do it and nothing ever happens. Is anyone even bothered, even though the related industry ends up losing millions of dollar due to such downloads.

But now France has become serious about this menace. A law has come into effect that makes illegal downloads actually illegal. Offenders will be targeted as early as this new year itself. Users downloading illegally will be sent a warning e-mail to start with. If they continue, a letter will follow. If the practice still continues, they will be summoned on court in front of a judge. The judge will be in a position to fine the offender and/or suspend his/her Internet access.

The law was backed by President Nicolas Sarkozy and the entertainment industry. The Creation and Internet Bill set up a new state agency - the Higher Authority for the Distribution of Works and the Protection of Copyright on the Internet (HADOPI). Though the law was passed after a long struggle in parliament and bitter opposition from those that were against Internet restrictions. Those opposing the law say that it is too harsh and those really into serious downloads will possess the technology necessary to bypass the process. Those supporting say that it was a long overdue law and people should realize that nothing comes free.

French Senator and member of the Hadopi, Michel Thiolliere said, "If the law is explained properly, then people understand it. The internet is a fabulous world, but it needs rules, if you want to get cinema, music or video games in the future. What we think is that after the first message... about two-thirds of the people (will) stop their illegal usages of the Internet. After the second message more than 95% will finish with that bad usage."

Now it is left to be seen how successful France is in implementing this law, and if other nations follow suit.
