Lastly, the Housing Choice Voucher (Section 8) offers vouchers to the lower income groups by the means of PHAs to pay part of their rent. These vouchers allow the tenants to choose their own rental apartment, thus they can even choose those which are not under subsidiary program. However, the apartment must fulfill the required standards of hygiene and safety as per PHA. Besides, PHA must also approve of the rent.

You will be presented with a list of apartments in that area. Although HUD programs indeed sound beneficial, you may have to put up with a long waiting list of candidates to get an apartment of your choice.

These are similar to real estate agencies, only they specialize in lower income housing. You simply have to specify your requirements such as budget, area of apartment and locality. Additional information regarding amenities can also be specified. These agencies have their own databases of lower income apartments. They run the search on our behalf and provide you with a list of apartments according to your requirements. Alternatively, you can also run your own search on websites that deal in lower income houses for rent.
