Nature of Game
First decide whether it is a kids only party game or is it an adults only game or is it a mix of both. According to this the nature of the game will change. Then plan whether it is a game that will be played in the vicinity, or are people expected to drive through town for some of the items listed. This will then need you to arrange for a driver for the same.
Designate Teams
Now designate teams and make sure that the teams have equal number of members in them. Each team has to have a designated tagger, one who will account for the task having been completed. If you can arrange for it, give him a camera so that he can click snaps as proof.
Prepare List

Prepare Tasks

Explain Rules
Now print the list and hand it over to each team. Provide them with a pen to tick against the items that they have already found. Explain the rules to them as well, like no stealing from the neighbors, etc. Tell them that they'll need to get a proof of the items on the list that they complete. The team that comes in first with all the items, gets a prize.
