Calling London's Olympic Plans to Account
Paul Kelso outlines the key questions the public accounts committee must ask the organizers of London 2012
When will the Olympic Delivery Authority publish a detailed breakdown of its budget?
In March Tessa Jowell, the Olympics minister, announced the revised total budget of £9.3bn, with £5.25bn for the ODA, £600m for security, £836m for VAT and £2.7bn for contingency, £500m of which was included in the ODA budget. The ODA is yet to provide a substantial breakdown of its budget.
When is Jowell going to provide a detailed breakdown of the headline costs revealed in March?
Jowell revealed only the skeleton of the budget in her March statement. She told parliament two weeks ago that the Department for Culture Media and Sport was working on a "line-by-line" baseline budget but it is yet to be made public.
Why do venue costs appear to have doubled since the bid?
The ODA claims costs are in line with bid-book projections, set at 2004 prices at the instruction of the IOC, but have not revealed details of their calculations.
What is the breakdown of costs for the "big five" projects in the Olympic Park: the main stadium, velodrome, aquatic center, media center and Olympic village?
The ODA has revealed partial details for the stadium, which has a budget of £496m up from £280m. The aquatic center is expected to exceed £150m, more than double the bid-book figure. There are no details for the other projects.
What inflation multiplier has the ODA used to recalculate costs?
The ODA has declined to say what figure it is using in its new estimates. Without that it is impossible to establish if real costs have risen significantly.
Will the ODA reveal the breakdown of construction, contingency and legacy for each venue?
Critics argue it is difficult to monitor the effectiveness of the ODA's controls without a detailed breakdown of costs. The main stadium has a budget of £496m, but the lead architect said he has "no idea" how much was for construction.
How much is the transformation of venues into permanent facilities going to cost?
We have no idea how much it will cost to convert the venues and maintain them beyond 2013, or who will pay.
Of the stadium budget, how much will be spent on converting it from 80,000 to its 25,000-seat permanent set-up?
£496m appears a lot for a small track-and-field stadium. Critics want to know how much is devoted to the main build.
What funding will the main stadium receive from 2013 and who will be the landlord?
Despite starting the search for a tenant nine months ago the ODA is yet to secure a sports club, and has not settled on which public body will maintain the facility.
How is CLM, the consortium hired as the ODA's delivery partner, spending the £400m allocated to it from the main budget?
CLM was hired to help the ODA control costs, and it appears the bulk of its budget has been spent on set-up and management. Clarity is required.
How much was spent on the Broxbourne slalom canoe venue?
Contamination on the original site has caused the ODA to look elsewhere, but it will not reveal how much money has been wasted.
Does the Olympic Board receive adequate information from the ODA to monitor the project?
The BOA chairman and Olympic Board member, Lord Moynihan, has complained that he was unhappy at the financial information from the ODA.
How much contingency funding is allocated to each project?
In June the ODA received approval from the government to draw down £360m of its £500m contingency allocation, but it has not indicated what the money is for.
Does the ODA intend to request further contingency funding?
The ODA has declined to clarify whether it plans to request further money as it progresses but there are concerns that it is finalizing a request for more.
How is the London 2012 pledge to boost mass participation in sport going to be funded?
£675m has been diverted from the lottery to cover the rise in costs, and non-Olympic sports fear they will lose. The government has promised to increase participation by 1% a year to 2012 but has not said how it will be funded.
Will the £2.2bn lottery funding for the Olympics be protected within the contingency budget?
The ODA hopes not to spend all of the £2.7bn contingency fund, so if not all is spent there is an argument to put the lottery funding back in the main fund.
Are there any plans to increase the security budget?
All recent Games have seen security costs increase.
Have the National Audit Office's concerns been addressed?
The NAO said three things were crucial to cost control: a clear statement of key deliverables; refined estimates of contingency; and cash-flow analysis showing amount and timing of calls on funds. Have these recommendations been met?
Has Gordon Brown's reshuffle hindered the project?
Tessa Jowell was shifted out of DCMS while the Olympic Executive was left in the department, prompting questions about the efficiency of the arrangement.
How much will London 2012 eventually cost the taxpayer?
